HR Manager
Location: Mussafah, Abu dhabi,UAE
We are looking for an experienced HR Manager with a strong background in the UAE labour market to manage the complete HR function of the organization. The ideal candidate should have 7+ years of hands-on UAE HR experience, with proven expertise in recruiting both skilled professionals and blue-collar employees, developing and implementing HR policies, managing monthly payroll, and ensuring compliance with UAE Labour Laws and regulations.
The candidate should be confident in handling a diverse workforce, managing employee relations, and independently managing day-to-day HR operations.
Key Responsibilities
1. Recruitment & Manpower Planning
- Manage end-to-end recruitment for both skilled, semi-skilled, and blue-collar staff.
- Develop effective recruitment strategies based on manpower requirements and business needs.
- Source candidates through job portals, recruitment agencies, social media, databases, referrals, and other channels.
- Screen CVs, conduct interviews, coordinate technical/management interviews, and manage the selection process.
- Handle bulk recruitment and urgent manpower requirements when required.
- Recruit candidates across different levels, from operational and blue-collar positions to professional and managerial roles.
- Coordinate offer letters, employment contracts, onboarding, and joining formalities.
- Maintain a strong candidate pipeline for current and future manpower requirements.
2. HR Policies & Procedures
- Develop, review, and implement comprehensive HR policies and procedures in line with business requirements.
- Ensure HR policies are aligned with applicable UAE Labour Laws and regulations.
- Establish policies covering attendance, leave, working hours, overtime, employee conduct, disciplinary procedures, performance management, grievance handling, and employee benefits.
- Regularly review HR policies and recommend improvements based on changes in legislation and organizational requirements.
- Communicate HR policies effectively to employees and ensure consistent implementation.
3. Payroll Management
- Manage and coordinate the monthly payroll process for all employees.
- Ensure accurate calculation of salaries, allowances, deductions, overtime, leave salary, and other payroll components.
- Review attendance and leave records before payroll processing.
- Coordinate payroll inputs with Finance and ensure salaries are processed accurately and on time.
- Handle payroll-related employee queries and resolve discrepancies promptly.
- Maintain accurate and confidential payroll records.
- Ensure payroll practices comply with applicable UAE requirements, including WPS requirements, where applicable.
4. UAE Labour Law & Compliance
- Maintain strong and up-to-date knowledge of UAE Labour Laws and employment regulations.
- Ensure HR practices, employment contracts, disciplinary actions, termination procedures, leave policies, working hours, and employee benefits comply with UAE regulations.
- Advise management on HR-related legal and compliance matters.
- Ensure proper documentation for employee onboarding, transfers, resignations, terminations, and other employment changes.
- Stay updated on changes to UAE labour regulations and ensure timely implementation of required changes.
- Liaise with relevant government authorities and external service providers when required.
5. Employee Relations
- Manage employee relations and address workplace concerns, grievances, and disciplinary matters.
- Act as a point of contact between employees and management.
- Ensure fair and consistent application of company policies.
- Support management in handling performance issues, misconduct, absenteeism, and other employee-related matters.
- Promote a positive and professional workplace environment.
- Conduct employee engagement and retention initiatives where required.
6. HR Operations & Administration
- Manage employee records, personnel files, contracts, and HR documentation.
- Oversee employee onboarding, induction, probation, confirmation, transfers, promotions, and exits.
- Monitor attendance, leave, overtime, and employee movements.
- Coordinate visa, work permit, Emirates ID, insurance, and other employee-related administrative processes, where applicable.
- Prepare HR reports and manpower-related MIS for management.
- Maintain confidentiality and accuracy of employee information.
- Coordinate with Finance, Administration, Operations, and other departments on HR matters.
Requirements
- Minimum 7 years of hands-on HR experience within the UAE.
- Strong and practical knowledge of UAE Labour Laws and HR regulations.
- Proven experience in recruiting skilled, semi-skilled, and blue-collar staff.
- Demonstrated experience in monthly payroll management.
- Experience in developing and implementing HR policies and procedures.
- Strong understanding of employee relations, HR operations, recruitment, and compliance.
- Experience managing a diverse workforce and handling high-volume recruitment.
- Strong communication, interpersonal, negotiation, and problem-solving skills.
- Ability to work independently and manage the complete HR function.
- Strong knowledge of MS Office and HR/payroll systems.
- UAE experience in a company with a significant blue-collar workforce will be highly preferred.
