Job Summary
We are seeking a qualified and proactive Health, Safety & Environment (HSE) Officer to oversee and implement HSE systems across landscaping and construction projects in the UAE. The role is responsible for ensuring full compliance with UAE HSE regulations while promoting a strong safety culture across all sites, teams, and subcontractors.
Key ResponsibilitiesHSE Policy Development & Implementation
- Develop, implement, and maintain HSE policies, procedures, and systems in line with UAE local and federal regulations.
- Regularly review and update HSE documentation to reflect changes in legislation and industry standards.
- Ensure consistent application of safety procedures across all project sites.
Risk Assessment & Safety Audits
- Conduct regular site inspections, risk assessments, and safety audits for landscaping and construction activities.
- Identify hazards and recommend appropriate control measures.
- Monitor implementation of corrective and preventive actions.
- Document and report audit findings to management in a timely manner.
Training & Awareness
- Develop and deliver HSE training programs for employees and subcontractors.
- Conduct toolbox talks, safety inductions, and emergency preparedness briefings.
- Promote awareness of safe working practices across all levels of site personnel.
Incident Investigation & Reporting
- Investigate accidents, incidents, and near misses.
- Identify root causes and recommend corrective and preventive actions.
- Prepare detailed incident investigation and compliance reports.
- Ensure proper documentation and follow-up until closure.
Environmental Management
- Ensure compliance with UAE environmental laws and regulations.
- Monitor waste management, disposal practices, and environmental controls.
- Promote sustainable and environmentally responsible construction practices.
Emergency Preparedness & Response
- Develop, implement, and maintain emergency response plans for all sites.
- Conduct regular emergency drills and awareness sessions.
- Coordinate with local emergency services when required.
Health & Well-being
- Monitor occupational health risks and implement preventive measures.
- Promote employee health, safety, and wellness initiatives across sites.
Continuous Improvement
- Stay updated on HSE best practices, technologies, and UAE legal requirements.
- Participate in HSE meetings, audits, and industry forums.
- Drive continuous improvement in health, safety, and environmental performance.
Qualifications & Certifications
- Bachelor’s Degree in Occupational Health & Safety, Environmental Science, or a related field.
- NEBOSH certification (mandatory).
- IOSH or other UAE-recognized HSE certifications are highly desirable.
Experience
- Minimum 3–5 years of HSE experience in landscaping or construction projects in the UAE.

- Strong knowledge of UAE HSE regulations and industry best practices.
- Excellent communication, training, and interpersonal skills.
- Strong investigative and reporting abilities.
- Proficiency in HSE management systems and reporting tools.
- Strong organizational and time management skills.
- Ability to work independently and collaboratively across multiple sites.
