Job Description:

We are seeking a qualified and experienced HSE Engineer to oversee and implement Health, Safety, and Environmental (HSE) requirements on construction, infrastructure, and engineering projects. The successful candidate will ensure compliance with applicable HSE regulations, company policies, and project-specific requirements while fostering a strong safety culture across the workforce.

The HSE Engineer will be responsible for monitoring site activities, conducting risk assessments, investigating incidents, implementing preventive measures, and coordinating with project teams to ensure a safe and environmentally responsible work environment.

Key Responsibilities

Health & Safety Management

  • Implement and monitor project HSE plans, policies, and procedures.
  • Ensure compliance with local regulations, client requirements, and company HSE standards.
  • Conduct regular site inspections and safety audits to identify hazards and unsafe conditions.
  • Monitor contractor compliance with approved safety plans and method statements.
  • Review Risk Assessments (RA), Job Safety Analysis (JSA), and Safe Work Method Statements (SWMS).
  • Recommend corrective and preventive actions to mitigate identified risks.
  • Promote a proactive safety culture across project teams.

Environmental Management

  • Monitor compliance with environmental regulations and project environmental management plans.
  • Identify environmental risks and ensure implementation of mitigation measures.
  • Monitor waste management, pollution prevention, dust control, noise control, and environmental protection measures.
  • Conduct environmental inspections and prepare compliance reports.
  • Support sustainability initiatives and environmental awareness programs.

Incident Investigation & Reporting

  • Investigate workplace incidents, accidents, near misses, and unsafe acts.
  • Conduct root cause analysis and recommend corrective actions.
  • Maintain incident records and prepare detailed investigation reports.
  • Monitor implementation and closure of corrective actions.

Training & Awareness

  • Conduct HSE induction training for employees and visitors.
  • Deliver toolbox talks, safety campaigns, and awareness programs.
  • Ensure workers are trained and competent for assigned tasks.
  • Promote continuous improvement through regular HSE communication and engagement.

Compliance & Documentation

  • Prepare and maintain HSE records, reports, registers, and documentation.
  • Monitor compliance with permit-to-work systems.
  • Submit weekly and monthly HSE performance reports.
  • Maintain records of inspections, audits, incidents, and corrective actions.
  • Support internal and external HSE audits.

Emergency Preparedness

  • Develop and implement emergency response plans.
  • Coordinate emergency drills and evacuation exercises.
  • Ensure availability and inspection of emergency equipment.
  • Participate in crisis management and emergency response activities

Required Qualifications

  • Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Engineering, or a related discipline.
  • Minimum 7 years of HSE experience, preferably in construction, infrastructure, transportation, or industrial projects.
  • Strong knowledge of international HSE standards and regulations.
  • Professional Health & Safety certification is mandatory or highly preferred.

  • NEBOSH International General Certificate (IGC)
  • NEBOSH Construction Certificate
  • IOSH Managing Safely
  • OSHA 30-Hour Certification
  • ISO 45001 Lead Auditor/Internal Auditor
  • ISO 14001 Lead Auditor/Internal Auditor
  • First Aid and Fire Safety Training

Technical Skills

  • Knowledge of occupational health and safety regulations.
  • Experience with risk assessments and hazard identification techniques.
  • Familiarity with ISO 45001 Occupational Health and Safety Management Systems.
  • Familiarity with ISO 14001 Environmental Management Systems.
  • Experience in incident investigation and root cause analysis.
  • Understanding of construction safety requirements and permit-to-work systems.
  • Proficiency in Microsoft Office applications.

  • Experience on large-scale infrastructure, roads, utilities, rail, airport, building, or industrial projects.
  • Experience working with engineering consultants, contractors, or project management consultants (PMC).
  • Familiarity with GCC/Middle East HSE regulations and authority requirements.
  • Experience in managing multinational workforces and multiple contractors.

Key Performance Indicators (KPIs)

  • Lost Time Injury Frequency Rate (LTIFR).
  • Total Recordable Incident Rate (TRIR).
  • Number of safety inspections and audits completed.
  • Closure rate of corrective and preventive actions.
  • Compliance with HSE plans and regulations.
  • Reduction in workplace incidents and near misses.
  • Completion of HSE training and awareness programs.
  • Successful implementation of environmental compliance requirements.
