Job Summary

The HSE Deputy Manager supports the HSE Manager in leading, implementing, and monitoring the project Health, Safety, and Environmental Management System across all construction activities. The role oversees HSE Engineers, Officers, and site safety personnel, ensures compliance with company policies, client requirements, approved HSE plans, Saudi regulations, and applicable international standards, and provides leadership in risk management, incident prevention, audits, inspections, emergency preparedness, and continuous improvement of project HSE performance.

Key Responsibilities

  • Support the HSE Manager in implementing and maintaining the project HSE Management Plan, policies, procedures, and objectives
    .
  • Supervise and coordinate HSE Engineers, HSE Officers, and site safety personnel across multiple work fronts.
  • Conduct regular site inspections, safety walks, and HSE audits and ensure timely closure of findings.
  • Review and monitor Risk Assessments, Method Statements (RAMS), JSA/JHA, and Permit-to-Work (PTW) requirements.
  • Ensure adequate controls for high-risk activities including lifting, work at height, excavation, confined spaces, hot works, temporary works, electrical works, and heavy equipment operations

  • Review subcontractor HSE plans, procedures, risk assessments, and performance.
  • Monitor subcontractor compliance and ensure corrective actions are implemented.
  • Lead or support investigations of incidents, accidents, near misses, and high-potential events
    .
  • Conduct root-cause analysis and ensure corrective and preventive actions are implemented and closed.

    Prepare and review incident investigation reports and communicate lessons learned.

  • Monitor project HSE performance through KPIs, leading/lagging indicators, observations, inspections, and incident trends
    .
  • Prepare weekly and monthly HSE reports for management and client submission.
  • Participate in management, client, consultant, subcontractor, and HSE coordination meetings.
  • Coordinate with Construction Management to integrate HSE requirements into construction activities.
  • Monitor implementation of Permit-to-Work systems.
  • Ensure emergency response procedures, evacuation plans, rescue arrangements, and emergency equipment are maintained.
  • Coordinate and participate in emergency drills.
  • Ensure HSE inductions, toolbox talks, awareness programs, and specialized training are conducted.
  • Promote behavioral safety, hazard reporting, and proactive HSE awareness.
  • Monitor occupational health, welfare, housekeeping, and environmental requirements.
  • Ensure appropriate environmental controls for waste, dust, noise, spills, hazardous materials, and other environmental aspects.
  • Liaise with clients, consultants, subcontractors, and relevant authorities on HSE matters.
  • Support internal/external HSE audits and client inspections.
  • Maintain accurate HSE records for inspections, training, incidents, permits, audits, and corrective actions.
  • Exercise Stop Work Authority where activities present an imminent risk.
  • Act on behalf of the HSE Manager when delegated or during periods of absence.
  • Promote continuous improvement and a strong HSE culture throughout the project.
  • Perform any additional duties assigned by the HSE Manager or Project Management.

Qualifications & Experience

  • Bachelor’s Degree in Engineering, Occupational Health & Safety, Environmental Science
    , or a related discipline.
  • Minimum 10–12 years of HSE experience within the construction industry, including at least 3–5 years in a senior HSE leadership position
    .
  • Previous experience as Deputy HSE Manager, Assistant HSE Manager, Senior HSE Engineer
    , or equivalent is highly preferred.
  • Previous experience with a Main Contractor on large-scale construction projects is highly preferred.
  • Strong experience on mega or complex construction projects involving high-risk activities.
  • Strong knowledge of construction HSE management systems, risk assessment, PTW, incident investigation, emergency response, and auditing.
  • Strong knowledge of ISO 45001 and good knowledge of ISO 14001
