Head of Procurement Jobs in Abu Dhabi at Galva Coat

1. Job Purpose

The Head of Procurement is responsible for leading and managing the overall procurement strategy, sourcing, and supply chain operations for all electrical infrastructure projects. This role ensures cost-effective purchasing, timely delivery of materials, compliance with technical specifications, and alignment with project requirements while maintaining strong supplier relationships.

2. Key ResponsibilitiesA. Strategic Procurement Management

  • Develop and implement procurement strategies aligned with company objectives and project requirements.
  • Lead procurement planning for major infrastructure projects (HV/LV cables, substations, overhead lines, etc.).
  • Identify cost-saving opportunities and optimize procurement processes.
  • Establish long-term agreements with key suppliers and manufacturers.

B. Tendering & Sourcing

  • Oversee sourcing of materials such as:
  • 132/220/400kV cables
  • Transformers and switchgear
  • Substation equipment
  • Street lighting materials
  • Evaluate and select suppliers based on technical compliance, cost, quality, and delivery capability.
  • Review and approve RFQs, RFPs, and tender submissions.
  • Ensure procurement aligns with project BOQs and specifications.

C. Vendor Management

  • Develop and maintain an approved vendor list (AVL).
  • Conduct supplier performance evaluations (quality, delivery, pricing).
  • Negotiate contracts, pricing, and payment terms.
  • Manage relationships with local and international suppliers.

D. Project Coordination

  • Work closely with:
  • Engineering Department
  • Project Managers
  • Finance Department
  • Ensure timely procurement aligned with project schedules.
  • Resolve procurement-related issues impacting project execution.

E. Contract & Commercial Management

  • Lead contract negotiations and ensure favorable commercial terms.
  • Review and manage purchase orders, subcontracts, and supply agreements.
  • Monitor contract compliance and supplier obligations.

F. Cost Control & Budgeting

  • Prepare procurement budgets for projects.
  • Monitor and control procurement costs.
  • Ensure cost efficiency without compromising quality or technical compliance.

G. Logistics & Supply Chain

  • Oversee logistics coordination (shipping, customs clearance, delivery).
  • Ensure proper material tracking and inventory control.
  • Coordinate with warehouse and site teams for material delivery.

H. Compliance & Risk Management

  • Ensure compliance with:
  • Company policies
  • ISO standards
  • Local regulations (UAE)
  • Identify procurement risks and develop mitigation strategies.
  • Ensure ethical procurement practices and transparency.

I. Team Leadership

  • Lead and manage the procurement team.
  • Set KPIs and monitor team performance.
  • Provide training and development to procurement staff.

4. Qualifications & Experience

  • Bachelor’s Degree in Engineering, Supply Chain, or related field
  • Master’s degree (MBA or Supply Chain) preferred
  • Minimum 12–15 years of experience in procurement
  • At least 5–7 years in a leadership role
  • Experience in electrical infrastructure / EPC projects is mandatory

5. Technical Knowledge

  • Strong knowledge of:
  • HV/MV/LV electrical materials
  • Substation equipment
  • Cable systems and installation materials
  • Familiarity with:
  • BOQs and technical specifications
  • Contracting and tendering processes
  • ERP systems (SAP, Oracle, etc.)
