Job Purpose:
To provide strategic leadership and operational oversight for the end-to-end Sourcing, Procurement, and Supply Chain function across UAE operations (Cement, RMX and Geocycle and any future new business entities). This role is responsible for developing and executing a fit-for-purpose supply chain and sourcing strategy that delivers timely, efficient, and sustainable logistics, materials, and services required for business operations. Serving as a trusted advisor to the Executive Committee (ExCo), the position ensures that the business optimizes total cost , guarantees supply assurance, and manages commercial risks while strictly adhering to Holcim’s rigorous safety, financial, and compliance frameworks.
Key Responsibilities:
Health, Safety and Environment
- Zero-Harm Culture: Actively promote a zero-harm workplace culture through strict personal adherence to site-wide health and safety protocols and Holcim safety standards.
- HSE Awareness: Build safety awareness by actively organizing, leading, and driving team attendance at safety meetings.
- HSE Targets Delivery: Own and deliver the assigned HSE targets on VPC, BOG, and HAZID by actively managing and tracking team performance.
- Team Engagement: Regularly engage with team members on safety topics and ensure well-maintained housekeeping across respective operational areas.
Strategic Leadership & Business Partnership
- Strategy Formulation: Define and execute a comprehensive supply chain and procurement strategy aligned with Holcim's regional objectives, growth plans, and financial targets.
- ExCo Partnership: Partner closely with the UAE & Oman Executive Committee (ExCo), acting as a trusted advisor to influence key decisions on sourcing, logistics, and investment trade-offs.
- Market Intelligence: Contribute to UAE strategic orientations by providing data-driven insights on supply chain market trends, benchmarks, opportunities, and risks in the region.
- Cross-Functional Alignment: Lead collaboration with Operations, Commercial and all business functions for UAE to translate business needs integrated supply chain priorities.
Supply Chain & Procurement Operations
- Process Excellence: Oversee end-to-end supply chain processes, including strategic sourcing, contracting, supplier onboarding, purchasing, and logistics execution.
- Supply Assurance: Assure operational continuity by securing multiple sourcing channels and maintaining a robust database of qualified suppliers and contractors for current and future needs.
- Logistics & Transport Sourcing: Develop and optimize the Transport Sourcing Strategy by capturing country requirements and analysing transport market players' key features to support raw materials, spare parts, and export logistics.
- Alternative Materials: Lead strategic projects to identify, introduce, and secure sustainable, low-cost alternative raw materials and alternative fuels in alignment with Geocycle and Holcim Group guidelines.
Supplier Relationship & Risk Management
- High-Value Negotiations: Lead high-level supplier selection, evaluations, complex contract management, and high-value negotiations using advanced tactics to protect company interests and maximize value.
- Strategic SRM: Develop and manage strategic supplier relationships to ensure continuity of supply, commercial performance, and collaborative innovation.
- Risk Mitigation: Proactively identify, assess, and mitigate supply chain, commercial, and operational risks across direct and indirect spend.
- Sustainability Integration: Embed Group sustainability and responsible sourcing principles into all supplier qualification and procurement frameworks.
Financial Stewardship & Value Delivery
- Financial Outcomes: Deliver measurable financial value, including cost savings, cost avoidance, working capital improvements, and positive cash-flow impacts.
- Budget Architecture: Partner with ExCo members to develop and manage the annual purchasing and logistics budget that caters to Holcim priorities across raw materials, spare parts, and services.
- TCO Evaluation: Evaluate total cost of ownership (TCO) and ROI to take full advantage of Holcim’s regional size and market leverage.
- Working Capital Control: Drive efficiency in payment terms and guarantee the timely processing of supplier invoices to manage working capital and meet external supplier expectations
Technology, Data & Analytics
- Digital Transformation: Champion digital transformation and drive optimization of supply chain and procurement technologies (e.g., e-sourcing, contract management, and P2P systems).
- Analytics & Performance: Leverage data and metrics to improve spend visibility, establish clear KPIs, and implement performance dashboards to track supplier compliance and value delivery
People Management & Change Leadership
- High-Performing Teams: Lead, motivate, develop, and coach direct reports to build a high-performing, engaged, and safety-conscious supply chain organization.
- Capability Uplift: Define and support performance and development actions for employees, collaborating with the People Function to align organizational capabilities with business growth.
- Inclusive Culture: Lead by example on the plant floor and across office environments by actively promoting a diverse, inclusive, and equal-opportunity workplace culture.
Governance, Compliance & Ethics
- Internal Controls: Ensure internal control guidelines are followed, suggest structural improvements, and regularly test processes within the supply chain footprint.
- Ethical Standards: Act as a strict role model for all company regulations, including the Holcim Code of Ethics, Anti-Bribery and Corruption mandates, and Conflict of Interest policies.
- Audit Readiness: Ensure full compliance with all local legal, finance, and group governance mandates to mitigate institutional risk.
Working Relationships
Internal
- Close collaboration with all Business Unit (BU) and plant operations teams across UAE operations.
- Strong working partnership with the HEC & Geocycle Executive Committee (ExCo).
- Regular engagement with Holcim Global and Regional Procurement/Supply Chain Networks.
- Direct coordination with Country functions.
External
- Executive-level communication and negotiation with local and international suppliers and contractors.
- Strategic management of third-party service providers, transport contractors, and logistics partners.
- Liaison with regional regulatory bodies, port operators, and customs authorities for import/export execution.
Education, Experience and other requirements:
- Education: Bachelor’s Degree in Supply Chain Management, Logistics, Business Administration, or Engineering is required. A Master's degree or MBA is highly preferable. Professional credentials (e.g., CIPS, CSCP) are highly valued.
- Experience: 12–15+ years of progressive, demonstrable success across procurement, sourcing, logistics, or industrial operations management.
- Leadership Background: A minimum of 5 years in a senior country-level or regional head management role within a multinational environment.
- Industry Track Record: Proven experience delivering measurable financial value, driving structural cost-efficiency programs, and leading multi-tiered operational teams.
- Language Requirements: Full professional fluency in written and spoken English is mandatory. Arabic speaking capability is highly advantageous.
