Position Summary:

We are seeking an experienced and strategic Head of Human Resources to lead the HR function for a diverse organization with a strong operational footprint in Qatar. This leadership role will oversee all HR activities, ensuring alignment with business strategy, compliance with local labor laws, and a strong organizational culture that attracts and retains top talent. The ideal candidate will possess a blend of strategic vision and hands-on execution in a fast-paced, people-driven environment.

Key Responsibilities:

Lead the development and implementation of the company’s HR strategy in alignment with overall business objectives.

Ensure compliance with Qatari Labor Law and regulations, including Qatar Labour Law No. 14 of 2004, QVC/QID requirements, and regulatory reporting obligations.

Oversee manpower planning, recruitment, onboarding, and mobilization of local and expatriate staff in coordination with government relations and PRO functions.

Develop and implement HR policies, procedures, and frameworks that support operational effectiveness and people development.

Drive employee engagement initiatives and foster a high-performance culture that aligns with the company’s values and vision.

Provide counsel to senior management on organizational design, talent development, succession planning, and workforce optimization.

Manage compensation structures, benefits administration, and payroll in accordance with local practices and company standards.

Handle employee relations, grievance management, and disciplinary procedures in a fair, timely, and compliant manner.

Oversee HR operations, records management, and HRIS systems, ensuring data integrity and process efficiency.

Qualifications and Skills:

Bachelor’s degree in Human Resources, Business Administration, or a related field (Master’s degree or MBA preferred).

10+ years of HR leadership experience, preferably within Qatar or the GCC region.

Deep understanding of Qatari labor laws, immigration procedures, and regulatory environment.

Proven experience in developing and executing HR strategies in operationally intensive environments.

Strong leadership, communication, and people management skills.

Fluent in English; proficiency in Arabic is a strong advantage.

Results-driven with the ability to build systems from the ground up and improve existing structures.

High level of cultural awareness and experience working in diverse, multi-national teams.
