Minimum Requirements
10 years’ experience in various project phases such as engineering, procurement, and construction, within large-scale commissioning projects in the oil and gas industry, including 2 years of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
In depth knowledge of discipline design standards, specifications, codes, appropriate safety criteria, offshore facilities and discipline design, construction, operations and engineering administration.
Knowledge and experience in discipline commissioning delivery processes and associated project phases, familiar with completions walkdowns and Pre-Startup Safety Reviews.
Experience in a senior commissioning role for large EPC contracts, with strong commissioning/technical skills, greenfield, brownfield projects and simultaneous operations (SIMOPS).
Experience in project completions and project systemization, including check sheet development, check sheet allocation, writing of pre-commissioning / commissioning documents such as commissioning procedures and method statements.
Experience with Oil & Gas companies, Contractors, or Service Companies.
Knowledge in projects execution, engineering, operations, pre commissioning, commissioning and systems completion.
Expert in engineering design standards, specifications, codes, operating equipment in the Oil & Gas industry, and appropriate safety criteria.
Experience in contract specification compliance requirements, including codes and standards.
Experience with vendors operating in the LNG industry, such as compressors, power generation, control systems, topsides, etc.
Experience managing Brownfield Projects and Simultaneous Operations (SIMOPS).
Experience working in large scale operating organizations in Operations, Projects, Subsurface, etc.
Broad experience in the handover process from EPCI Contractor to the Company Organization at Major Oil and Gas Project.
Experience in start-up support to Operation.
Manage and direct delivery of all aspects of the commissioning phases and multidisciplinary commissioning teams, providing leadership, guidance and support to the PMT management team throughout engineering, construction, pre-commissioning, commissioning, startup and operational handover. Coordinate interfaces with Engineering, Construction, Systems Completions, Operations, EPC contractor engineers, vendors and operations personnel to ensure safe, efficient and compliant commissioning execution. Oversee the implementation of commissioning execution strategies, commissioning philosophies, systemisation, commissioning schedules, startup planning and operational readiness throughout the project lifecycle. Review and approve EPC contractor commissioning deliverables, procedures and execution methodologies to maximise onshore commissioning activities, optimise offshore commissioning and startup execution, and ensure safe transition of facilities to Operations. Ensure commissioning governance is maintained through the evaluation of Factory Acceptance Tests (FATs), Site Acceptance Tests (SATs), package testing, integrated systems testing, commissioning readiness and startup activities, ensuring project objectives, contractual requirements and Company standards are achieved.
Direct the Commissioning function throughout engineering, construction, pre-commissioning, commissioning, startup and operational handover, ensuring commissioning activities are executed safely, efficiently and in accordance with project requirements, EPC contract obligations and Company standards.
Coordinate multidisciplinary commissioning activities across all disciplines, ensuring commissioning execution strategies, engineering deliverables, contractor documentation, vendor support and commissioning procedures are aligned to project milestones and operational readiness objectives.
Review and evaluate commissioning documentation, startup methodologies, integrated testing strategies, vendor documentation, commissioning procedures and execution plans to ensure technical integrity, readiness for execution and compliance with project requirements.
Determine appropriate technical solutions by evaluating contractor proposals, commissioning strategies, technical deviations, startup methodologies, technical exceptions and new technologies to ensure compliance with project specifications, company standards and operational requirements. Represent the Commissioning function during Factory Acceptance Tests (FATs), Site Acceptance Tests (SATs), package testing, integrated systems testing, vendor acceptance activities and key project reviews to validate commissioning readiness and project deliverables. Facilitate and coordinate commissioning interfaces between Engineering, Construction, Systems Completions, Operations, EPC contractors and Operations Early Start-up Support (OESS) personnel to ensure effective management of SIMOPS, greenfield and brownfield execution, startup planning and operational handover.
Direct commissioning activities across all project phases to ensure safe, efficient and compliant delivery of engineering, pre-commissioning, commissioning, startup and operational handover.
Review and evaluate EPC contractor commissioning strategies, procedures, technical reports, execution methodologies and commissioning deliverables to ensure compliance with project specifications, contractual obligations and Company requirements.
Determine and implement commissioning priorities, execution strategies and resource requirements to support achievement of project milestones and operational readiness objectives
Coordinate commissioning interfaces between Engineering, Construction, Systems Completions, Operations, EPC contractors, vendors and specialist service providers to ensure effective project execution.
Assess and validate contractor commissioning capability, organisational structure, manpower loading and specialist vendor resources, providing recommendations to optimise commissioning performance and project delivery.
Ensure delivery of critical commissioning milestones including Systemisation, Ready on Site (ROS), Mechanical Completion (MC), Ready for Commissioning (RFC), Ready for Startup (RFSU), startup, performance testing and operational handover.
Review and validate Factory Acceptance Tests (FATs), Site Acceptance Tests (SATs), package testing, integrated systems testing and critical commissioning activities to confirm compliance with approved procedures, technical specifications and project requirements.
Evaluate commissioning progress, systems completion status, preservation activities, startup readiness and commissioning performance reporting to identify risks, determine corrective actions and ensure operational readiness.
Represent the Commissioning function during project reviews, technical meetings, management reviews, audits and stakeholder engagements, ensuring commissioning objectives, risks and priorities are effectively communicated.
Uphold commissioning governance, company standards and industry best practices, ensuring the safe, efficient and compliant transition of facilities from project execution to Operations.
Qualification
Bachelors Degree in Applied Sciences or Engineering.
