Africell, the pan-African mobile telecommunications company, is recruiting a Group HSE Manager, to be based in Dubai, UAE.

Role responsibilities:

The Group HSE Manager is responsible for developing, implementing, and monitoring Health, Safety, Environment, and Environmental, Social & Governance (ESG) policies, programs, and initiatives to ensure a safe, compliant, sustainable, and socially responsible work environment across the organization. The role ensures compliance with local legislation, international standards (e.g., ILO, IFC, ISO 14001, ISO 45001), ESG reporting requirements, and internal company policies.

The role is responsible for advising and assisting management in fulfilling their responsibilities related to Health, Safety, Environmental protection, sustainability, and corporate governance. The Group HSE Manager promotes a culture of safety, environmental stewardship, ethical business practices, and social responsibility while supporting Africell's long-term sustainability objectives.

Role Outputs

Health, Safety & Environment

  • Manage all HSE affairs across the organization.
  • Develop and implement HSE policies, standards, procedures, and management systems.
  • Plan and manage HSE meetings, inspections, and audits across all business operations.
  • Develop HSE competencies and training programs for employees at all levels.
  • Manage the HSE team and oversee delivery of departmental objectives.
  • Lead the HSE Focal Points Committee and act as custodian of the Management HSE Committee.
  • Develop Hazard Identification, Risk Assessment, and Hazard & Effects Management processes across all business functions.
  • Lead emergency preparedness, crisis response, and business continuity initiatives related to HSE.
  • Lead accident and incident investigations and ensure implementation of corrective and preventive actions.
  • Support all departments with HSE compliance for new projects, business initiatives, and customer requirements.
  • Ensure compliance with applicable health, safety, environmental, and occupational regulations.

Environmental, Social & Governance (ESG)

  • Develop and implement the organization's ESG strategy in alignment with corporate objectives and best international practices.
  • Monitor and report on ESG performance indicators and sustainability KPIs.
  • Coordinate environmental sustainability initiatives, including energy efficiency, waste management, carbon footprint reduction, and responsible resource utilization.
  • Support the preparation of ESG reports and disclosures for internal and external stakeholders.
  • Ensure compliance with applicable environmental regulations and sustainability reporting requirements.
  • Promote diversity, inclusion, employee well-being, community engagement, and responsible business practices.
  • Collaborate with business units to integrate ESG principles into operational processes and decision-making.
  • Monitor emerging ESG regulations, trends, and stakeholder expectations, recommend improvements where necessary.
  • Support supplier and contractor ESG assessments and encourage responsible procurement practices.
  • Drive continuous improvement initiatives to enhance Africell's sustainability performance and ESG maturity.

Qualifications

  • Bachelor’s degree in occupational health & safety, Environmental Science, Engineering, Sustainability, or related discipline.
  • Professional certifications such as NEBOSH, ISO 45001 Lead Auditor, ISO 14001 Lead Auditor, CSP, CIH, or equivalent is highly desirable.
  • ESG or Sustainability-related certifications (GRI, SASB, ISSB, ESG Investing, Sustainability Reporting, or equivalent) are considered an advantage.

Knowledge

  • In-depth understanding of occupational health, safety, and environmental legislation and international standards.
  • Strong knowledge of OSHA, ISO 45001, ISO 14001, NEBOSH requirements, and applicable local regulations.
  • Good understanding of ESG principles, sustainability frameworks, and reporting standards (e.g., GRI, IFC Performance Standards, UN Sustainable Development Goals).
  • Knowledge of environmental management, climate-related risks, waste management, and sustainability practices.
  • Understanding of customer-specific compliance requirements and corporate governance principles.

You will work with the Africell’s teams to achieve the contribution to Africell’s mission of bringing affordable, fast, and secure mobile connectivity to millions of customers across Africa.

The ideal applicant will also have at least 5 – 7 years’ experience in:

  • HSE experience, with at least 2 years in the telecommunications industry.
  • Proven experience in conducting HSE audits, training, incident investigations, and implementing risk management programs.
  • Experience working in Africa or across multiple African markets is highly preferred, with a strong understanding of the region's regulatory environment, cultural diversity, and operational challenges.
  • Experience in developing or supporting ESG and sustainability initiatives is considered an advantage.
