Job Summary:

The General Manager of Procurement will be responsible for overseeing the procurement department, managing supplier relationships, and ensuring that the organization’s supply chain is efficient and cost-effective. This individual will lead the procurement strategy, negotiate contracts, optimize purchasing processes, and manage a team of procurement professionals. The role requires a deep understanding of supply chain management, excellent negotiation skills, and the ability to align procurement practices with the authority’s overall goals.

Key Responsibilities:

Procurement Strategy: Develop and implement a procurement strategy that aligns with the authority’s goals, ensuring optimal supply chain management and cost efficiency.

Supplier Management: Establish and maintain strong relationships with key suppliers, negotiate favorable terms, and ensure that supplier performance meets authority standards.

Contract Negotiation: Lead the negotiation of contracts and agreements with suppliers, ensuring compliance with authority policies and legal regulations.

Team Leadership: Manage and mentor the procurement team, providing guidance and development opportunities to improve team performance.

Budget Management: Oversee procurement budgets, ensuring spending is controlled and within allocated limits.

Risk Management: Identify potential risks in the supply chain and develop strategies to mitigate these risks, ensuring business continuity.

Process Improvement: Continuously assess and improve procurement processes to enhance efficiency, reduce costs, and optimize the flow of goods and services.

Compliance and Reporting: Ensure compliance with internal procurement policies, legal requirements, and industry standards. Prepare and present regular reports on procurement activities, cost savings, and performance.

Collaboration: Work closely with other departments (such as operations, finance, and legal) to ensure alignment between procurement strategies and overall business objectives.

Qualifications:

Bachelor’s degree in Business, Supply Chain Management, Finance, or a related field.

Minimum of 10 years of experience in procurement, with at least 6 years in a leadership role.

Strong understanding of procurement processes, supplier management, and contract negotiation.

Excellent leadership, communication, and interpersonal skills.

Ability to analyze data and make strategic decisions to drive cost savings and efficiency improvements.

Experience in government agencies is a plus.

Strong proficiency in procurement software and Microsoft Office Suite.
