Job Description
The Organizational Setting
The General Authority of Civil Aviation, Safety and Aviation Standards Sector is the legislative, regulatory and governing body of the Kingdom of Saudi Arabia’s aviation industry. Among its functions, the sector issues and updates codes and regulations, ensures compliance with regulations and procedures, and conducts oversight to guarantee the highest possible levels of safety and security.
Major Duties and Responsibilities
Function 1 (incl. Expected results):
The incumbent has delegated authority to conduct airmen flight checks and certify or refuse certification of the airmen.
Responsibilities include:
Providing expert advice and support to the Principal Operations Inspector (General) when conducting flight checks.
Advising on and supporting national inspectors with performing flight operations certification functions, including certification of airmen and approval of operations manuals, crew training and checking programmes, minimum equipment lists and the issuance of operating certificates and/or specifications.
Conducting en-route checks and station facility inspections to identify deficiencies and determine compliance with Annex 1, providing technical advice and support to the Principal Operations Inspector (General) in the development of proposals.
Identifying training needs, developing training plans, coordinating and evaluating actual ground and flight training programs conducted by companies with the intention of qualifying flight operations inspectors.
Providing expert advice and guidance in incident/accident investigations in line with Annex 13 of the Chicago convention.
Coordinating and executing periodic surveillance of designated examiners to determine exam alignment with intended performance objectives.
Developing plans and performing evaluations to monitor compliance with national standards and ICAO provisions.
Designing plans and conducting ramp inspections of aircraft to assess, analyze, and determine areas of improvement.
Planning and implementing airmen records inspections.
Performing periodic missions to ATC facilities to assess their state and provide guidance andon-the-job trainingto national flight operations inspectors.
Developing plans, coordinating, implementing, monitoring, and preparing safety management system reports defining key performance indicators for submission to the Principal Operations Inspector (General) and ICAO.
Function 2 (incl. Expected results):
Perform all other duties in his field of specialization.
Impact of The Outcome of the Position
The cooperation provided under this Project aims to reinforce the GACA capacity to provide safe, efficient, and cost-effective civil aviation services through the input of ICAO Advisers and Consultants.
Work Relations and Contacts
The incumbent establishes relationships and contacts with GACA professional and technical personnel and managers to exchange information and clarify processes in the domain of regulations, rules, IFP, airports, airspace, and related subjects.
