Location: Al-Shahaniya
The Explosive Safety Representative is responsible for providing on-base Explosive Safety Assurance to the Quality Manager and Head of Safety Compliance and Assurance.
As an Assurance Auditor, the role holder is responsible for providing assurance against the appropriate regulatory, statutory, and business requirements (Part 145, Part M & WOME).
The post will be established in Qatar at a suitable time to develop and maintain the Explosive Safety Framework. The role includes supporting an on-base assurance program to demonstrate compliance with the Regulatory Framework.
The role holder may be required to perform additional or alternative tasks as needed, provided they hold the appropriate qualifications.
Core
Activities:
Be a permanent member of the Explosive Safety Committee, responsible for Rad Haz / HERO Maps, Explosive Safety Cases, Siting Boards & Safe Guarding.
Act as the Point of Contact (POC) for all Explosive Safety issues in conjunction with the Host Nation ESR.
Keep relevant senior managers informed of significant Explosive Safety issues.
Provide a monthly ESR Status Report to key stakeholders.
Ensure no unlicensed facilities are used for explosives storage, handling, or processing.
Ensure all explosive activities comply with relevant licenses.
Support the QEAF ESR with licensing activities.
Support the Head of SC&A as the responsible person for EaPW.
Manage daily assurance activities related to explosives and weapons safety.
Ensure personnel involved in explosives activities are qualified and competent.
Assure explosives are packaged, handled, stored, and transported according to approved data.
Provide assurance to WOME & DSA 03.
Oversee annual review and maintenance of the WOME and regulatory framework.
Support WOME assurance activities and act as the POC for explosive safety.
Assurance Auditor Responsibilities:
Ensure compliance with QEAF Typhoon Regulations and related frameworks.
Develop and maintain the audit program, conduct audits, and compile reports.
Highlight issues and non-conformities for escalation and resolution.
Support managers in understanding regulated materials through audits.
Promote a positive assurance culture and manage non-conformance issues.
Key Accountabilities:
Ensure compliance with WOME & DSA 03 Regulations and meet delivery targets.
Document assurance activities and maintain records.
Comply with all relevant procedures, standards, and frameworks, and propose improvements.
Support system assurance activities, including audits and response to findings.
Understand and apply regulatory, legislative, and contractual requirements.
Requirements:
Explosive Safety Representative:
Complete Explosive Safety Area Management (ESAM) Course.
Experience in Military Explosive Safety and Management.
Knowledge of Military Explosive Safety.
Assurance Auditor:
Recognized lead auditor qualification and relevant vocational experience.
Understanding of regulatory requirements and independence in auditing.
Analytical skills, detail orientation, and root cause analysis capability.
Ability to interpret data trends and assess cumulative risk.
Proficiency with IT systems used for assurance and management activities.
Understanding of Maintenance and Training Regulations.
