Job Summary
The job holder shall play both consultative and technical role to build, develop and maintain the Tenders and Procurement department capabilities from strategic and operational perspectives. Engage with the management and colleagues to recommend business enhancements and growth opportunities.
Key Roles and Responsibilities
1. Serves as a technical expert on both strategic and operational levels of tenders and procurement. Provide technical direction, interpretation and alternatives.
2. Applies extensive technical expertise and knowledge of best operational practices, governmental related process, techniques, and governing laws in relation to contracts, tenders and procurement.
3. Work with department management in developing the operational and strategic department plans, including business, manpower and financial plans.
4. Work directly with the Director and Section Heads to establish and regularly review a departmental efficient and best in class policies and processes.
5. Exercises his/her considerable knowledge in setting up the department annual objectives, KPI’s, etc. and cascade them down to section level.
6. Develop necessary measurements to monitor all business plans execution, KPI’s performance, and objectives achievements.
7. Identify the department broad business issues and challenges. Conduct analysis and research into exceptionally complex problems and processes. Extend troubleshooting and creative problem-solving skills.
8. Demonstrate strong understanding of various procurement and supply chain management systems (Enterprise), and give recommendation of necessary system setups/changes to maximize the system utilization, work productivity, and serve the department and End-user needs.
9. Establish short and long-term plans to gain credibility for the department and build End-user departments trust by understanding the overall business goals and leveraging subject matter expertise to exceed their expectations.
10. Perform other duties as requested to meet the ongoing organizational needs.
Essential Education
Bachelor’s degree in supply chain management or related (Preferred)
Essential Experience
However, experience in Procurement/Tenders is mandatory.
