Role Context

The Director
– Roads and Parking Operations will serve as the senior technical and operational authority for the city ‘s horizontal transportation assets after construction completion. The role will oversee large road networks, tunnels, structured and surface parking facilities, bridges, ramps, intersections, drainage interfaces, safety systems, and supporting technologies. By combining asset lifecycle planning, reliability engineering, traffic operations, smart parking, preventive maintenance, and emergency preparedness, the position will help ensure that critical mobility infrastructure remains safe, available, efficient, and financially sustainable over its operating life.

Key Responsibilities

  • Direct the long‑term operational strategy for city‑wide roads, tunnels, bridges, ramps, intersections, and parking facilities.
  • Oversee daily performance of extensive urban and arterial road networks.
  • Maintain operational availability and safety across underground vehicular and service tunnel systems.
  • Govern the performance of multi‑story, structured, and surface car parks.
  • Establish operational standards for road and parking infrastructure across the development.
  • Monitor asset availability, reliability, safety, capacity, and user experience.
  • Develop long‑term asset management plans for pavements, tunnel structures, bridges, car parks, and associated infrastructure.
  • Establish lifecycle strategies for resurfacing, structural renewal, waterproofing, rehabilitation, and replacement.
  • Use inspection, condition, defect, and performance data to prioritize maintenance and capital investment.
  • Develop risk‑based intervention programs for critical transportation assets.
  • Coordinate long‑term CAPEX and OPEX planning with Finance, Asset Management, and project leadership.
  • Establish preventive maintenance programs for pavements, road markings, drainage, barriers, structures, and roadside assets.
  • Implement predictive maintenance strategies based on asset condition, traffic loading, environmental exposure, and deterioration trends.
  • Reduce emergency repairs through structured inspection and preventive maintenance regimes.
  • Coordinate maintenance delivery with Facilities Management teams and specialist contractors.
  • Monitor contractor compliance with approved maintenance standards and schedules.
  • Establish performance KPIs for roads, tunnels, parking facilities, and maintenance vendors.
  • Serve as the technical authority for tunnel safety and operational systems.
  • Oversee tunnel mechanical ventilation systems and operational performance.
  • Establish requirements for fire detection, suppression, emergency lighting, evacuation, and life safety systems.
  • Govern tunnel structural monitoring and condition assessment programs.
  • Define tunnel operating procedures, emergency protocols, inspection frequencies, and maintenance requirements.
