Job Summary:
The Director of Quality Management System (QMS) is responsible for developing, implementing, and maintaining the organization’s Quality Management System in alignment with ISO 9001, Saudi Building Code (SBC), GACA regulations, and other relevant industry standards. The role ensures effective integration of quality processes into the company’s project execution, governance, and assurance frameworks. This position leads quality planning, process optimization, technical training, and compliance oversight while driving a culture of continuous improvement, risk-based thinking, and operational excellence.
Key Responsibilities:
Strategy and Objectives:
Develop and implement a comprehensive Quality Management System (QMS) aligned with international best practices and corporate objectives.
Develop and implement a comprehensive technical training program aligned with international best practices and corporate objectives ensuring standard trade practice utilization for construction and engineering activities.
Ensure compliance with ISO 9001:2015, regulatory requirements, and contractual quality obligations.
Lead and oversee the design, implementation, and improvement of QMS policies, procedures, and standards.
Develop and monitor KPIs and performance metrics to assess QMS effectiveness and compliance.
Establish a structured approach for continuous improvement, corrective actions, and root cause analysis.
Ensure QMS objectives are integrated with corporate governance, sustainability, and operational excellence initiatives.
Partner with design, delivery, procurement, and operations teams to embed quality into project execution.
Organization, Resources, and Monitoring:
Build and lead a team of QMS specialists, quality professionals, and technical training experts.
Allocate resources efficiently to support quality planning, audits, compliance monitoring.
Monitor contractor and supplier adherence to quality requirements and risk management frameworks.
Implement and maintain digital tools and platforms for QMS documentation and performance tracking.
Operational:
Oversee the QMS audit program, including internal audits, supplier audits, and third-party assessments.
Develop and maintain quality documentation, records, and reporting systems.
Establish a document control system to ensure consistency, version control, and accessibility of critical QMS documents.
Lead the development of training programs for employees, contractors, and suppliers to promote quality awareness, and technical competencies.
Ensure that quality assurance processes support testing, commissioning, and operational readiness.
Oversee the implementation of technical trade training programs to enhance workforce competencies and ensure compliance with quality standards.
People Management:
Recruit, develop, and mentor QMS professionals within the organization.
Foster a culture of accountability and quality excellence across all levels of the organization.
Act as a subject matter expert and advisor to leadership on QMS-related matters.
Qualifications and Experience:
Bachelor’s degree in Quality Management, Engineering, Business Administration, or a related field.
Master’s degree preferred.
Professional certifications such as ISO 9001 Lead Auditor, Six Sigma, or TQM (Total Quality Management) preferred.
Minimum of 8 years of experience in Quality Management Systems, with at least 4 years in a leadership role.
Experience in large-scale construction, aviation, or infrastructure development projects.
Strong knowledge of ISO 9001, GACA regulations, SBC, and industry best practices.
Prior experience in implementing QMS for new programs, organizations, or startups.
Experience in developing risk-based quality strategies and digital transformation initiatives.
