Cost Control Lead (Qatar)

Qualifications
- Bachelor’s degree in Business, Accounting, Commercial , Marketing, Sciences, Engineering, Project Management, Supply Chain Management, Law, Communication, Technologies , Mathematics, and Statistics only.
Knowledge and/or Experience
- Minimum eight (8) years of experience in a business-related discipline, including at least four (4) years within the Oil & Gas, Energy, Industrial, Infrastructure, or Major Projects sector.
- Minimum one (1) year of supervisory, acting leadership, or contractor oversight experience.
- Experience working with operators, EPC contractors, subcontractors, vendors, or service providers involved in major capital projects.
- Knowledge of project functions including planning, scheduling, cost control, estimating, claims management, risk management, change management, procurement, contract management, reporting, support services, and lessons learned processes.
- Previous experience on major projects from an Owner’s perspective, including management of EPC lump-sum contracts, collaboration with multicultural contract teams, working with large subcontractors, and mentoring junior personnel.
- Experience using ERP and Project Management systems (such as SAP or equivalent enterprise systems).
- Knowledge of industry best practices related to project cost control and project controls governance is desirable.
Key Job Accountabilities
- Ensure cost data integrity, labor verification, and financial status reporting across all assigned reimbursable and lump-sum contract packages, providing project management with clear visibility of cost efficiency and performance.
- Provide expert guidance to Project Cost Engineers, ensuring standardized project control practices for labor monitoring, actual man-hours reporting, Value of Work Done (VOWD), trend management, contingency monitoring, and expenditure allocation.
- Support project leadership by leading financial, resource, and budget inputs into funding packages and recommending strategic budget reallocations to maintain alignment between forecast cost at completion and approved funding limits.
- Develop forecast cost estimates and prepare annual Work Program and Budget (WP&B), considering project scope, progress achieved, and remaining work.
- Develop and maintain the project’s Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS), ensuring effective segregation, tracking, and control of reimbursable and fixed-price contract expenditures.
- Monitor, verify, and audit contractor deliverables, timesheets, progress claims, and VOWD submissions. Track cost performance and labor productivity through earned value analysis and progress measurement techniques.
- Advise Project Controls and Project Leadership of adverse cost trends, resource utilization concerns, operational inefficiencies, or budget overruns, and support implementation of corrective and recovery actions.
- Steward project commitments, trends, and budget allocations; assess the financial impact of variations, labor rate adjustments, and overtime requirements to ensure changes are commercially justified and appropriately approved.
- Implement and manage cost and resource tracking solutions to validate contractor-reported information against independent site metrics, ensuring accuracy and consistency in project cost reporting.
- Provide financial and cost-estimating support during pre-award activities; evaluate commercial rate structures, benchmark labor cost models against market data, and conduct financial sensitivity analyses to support procurement and bid evaluation processes.
