Position: Construction Supervisor (Electrical & Instrumentation)

Responsibilities

  • Act as a construction site HSE Leader.
  • Supervise the EPIC Contractors during the execution of construction activities.
  • Report to the Company Construction Lead / Head of Construction on all main issues & events at site, including HSE, Quality, Security, progress reporting, trends, etc., and make recommendations for improvement.
  • Participate in reviewing detailed design drawings, temporary works drawings, method statements, material requisitions, risk assessments, job hazard analysis, etc.; act as a delegated document approver where required.
  • Co‑ordinate mobilization of contractors on site.
  • Supervise and approve construction activities and co‑ordinate various aspects of project construction and working drawings from contractors, processing documentation as required.
  • Attend Requests For Inspections (RFIs) as per approved ITPs, including Material Receiving Inspections in coordination with Sr. Construction Supervisor, and sign off relevant inspection and test reports / RFIs.
  • Carry out daily checks on contractors’ staff, equipment and work to ensure compliance with prescribed contractual specifications and HSE requirements.
  • Handle all aspects of Electrical/Instrument Construction activities including site investigations, site surveys, temporary electrical works/supplies, etc.
  • Supervise Earthing System and Lighting Protection works; manage installation and testing.
  • Manage and supervise lighting and small power works, including cable tray installation, Fire Alarm System cable laying and termination works, finalising cable entries, routes, diversions, etc.
  • Supervise cable tray installation and Instrument Control & Power Cable laying and termination works.
  • Supervise installation, terminations, testing and loop checking of Transformers, Bus Ducts and Switchgears.
  • Supervise cable splicing and testing works – HV experience preferred.
  • Supervise Fiber Optic cable installation and splicing works.
  • Manage and supervise CCD, Telecom works – including cable tray installation, cable laying, apparatus installation, termination works and testing.
  • Supervise installation of Fire Alarm Control Panels, Repeater Panels and Mimic Panels.
  • Supervise installation and testing of UPS System.
  • Supervise installation of Control Junction Boxes and Panels.
  • Supervise installation and testing of Cathodic Protection systems.
  • Good knowledge in reading and understanding Equipment Layout drawings.
  • Coordinate own discipline works with other Company Construction Supervisors, QA/QC inspectors (Mech./Elect./Instrument, etc.) and HSE Supervisors to manage overall safe execution of site activities in accordance with the project schedule.
  • Witness SAT & pre‑commissioning activities for equipment.
  • Maintain a daily record of progress (daily diary) noting special comments; report to Construction Lead / Head of Construction work anomalies or contractual deviations committed by contractor personnel and recommend corrective actions.
  • Act as work permit approver on behalf of Company and ensure contractors compliance with the agreed conditions stated on the approved work permits.
  • Lead MC walkdown of E&I systems.
  • Prepare Punch list for finished work prior to handover to Company by contractor, paying special attention to all EHV equipment including quality checks.
  • Participate in development of as‑built drawings/documentation.
  • Liaise and report with the QA/QC Inspector on quality related matters.

Qualifications

  • Bachelor’s Degree or Diploma in Electrical/Electronics Engineering from an internationally recognized university.
  • Preferably having formal training in QA/QC functional aspects.
  • Minimum of 12 to 15 years overall E&I construction experience in onshore oil and gas project.
  • Specific experience in:
    • Greenfield / new build construction sites
    • Brownfield / live process plants
    • Permits to work, including Isolation & Lock Out/Tag Out of live services
    • Tie‑in to live facilities, including testing and integration to existing systems
    • Construction of new sub‑stations & control rooms, including building E&I services
    • Stage Inspection and Testing of Construction activities as per approved ITPs
    • SAT Testing of electrical and/or Instrument / control systems
    • Cathodic Protection Installation (UG/AG Pipes, Tanks, etc.), Test and Pre‑commissioning
  • Experience with High Voltage (HV) electrical systems is preferred.
  • Minimum of 10 years experience as an EPIC Contractor, including recent positions held to the level of Superintendent.
  • Additional 5 years experience as a client or PMC superintendent / Snr Supervisor is preferred.
  • Current experience in State of Qatar industrial cities and/or other GCC countries is preferred.
