Job Summary:
The Construction Field Compliance Coordinator (Safety and Environment) will be responsible for ensuring construction site safety and environmental compliance through inspections, risk assessments, and safety management system implementation. The role involves developing safety protocols, delivering training, analyzing safety data, and supporting continuous safety improvement initiatives across mega projects, primarily within the Oil & Gas industry.
Key Responsibilities:
Conduct construction site compliance inspections, including evaluation of Safe Work Practices (SWP) such as Work Permit System (WPS), Confined Space Entry, and hazard analyses.
Develop, implement, and monitor protocols for construction sites and field operations to mitigate risks and enhance safety performance.
Regularly evaluate and update hazard control systems to align with industry best practices, aiming to reduce workplace incidents.
Oversee the implementation and continuous improvement of the Safety Management System (SMS), ensuring systematic risk identification, assessment, and mitigation.
Review and enhance the SMS framework to promote a proactive safety culture.
Design, develop, and deliver specialized safety training programs (e.g., Behavior-Based Safety, Emergency Response Planning, PPE usage).
Prepare safety orientations and educational materials for employees and contractors.
Analyze injury reports, property damage, and loss statistics to identify trends and root causes.
Maintain comprehensive awareness of corporate safety requirements and industry standards such as API.
Monitor compliance with safety policies and procedures among personnel and contractors.
Support management in enforcing safety and environmental policies and programs.
Qualifications and Experience:
Education: Bachelor’s degree in Engineering, HSE, Science, Industrial Safety, or a related discipline from an accredited institution or equivalent.
Experience: Minimum of 10 years in safety operations within large-scale projects, with at least 7 years specifically in Oil & Gas Facilities Construction mega projects.
Technical Expertise:
Strong knowledge of Process Safety Management (PSM) principles.
Experience conducting Process Hazard Analysis (PHA) using techniques such as HAZOP or Bowtie Analysis.
Proven experience with safety compliance programs including Permit-to-Work (PTW) systems and Lockout/Tagout (LOTO).
Familiarity with safety standards and regulations such as API.
Certifications: Valid international safety certifications such as NEBOSH IGC, IOSH, or equivalent.
Skills:
Demonstrated leadership and team management capabilities.
Excellent verbal and written communication skills in English.
Proficient in computer applications and safety management software.
Ability to manage multiple projects and prioritize tasks effectively.
Strong analytical skills for incident investigation, hazard identification, and risk management.
Ability to work effectively in multicultural environments and handle challenging situations.
