JOB PURPOSE:

The Compliance Investigations & Testing Manager is responsible for independently executing whistleblower investigations and compliance testing activities across the organization. The role ensures objectivity, neutrality, and rigor in identifying instances of non-compliance and in evaluating the effectiveness of controls. Working under the direction of the Group Compliance Director, the role contributes to strengthening TAQA’s ethical culture, improving compliance controls, and enabling transparency and accountability.

KEY ACCOUNTABILITIES:

Corporate Whistleblower Investigations:

  • Conduct investigations into reported incidents of misconduct or non-compliance received through official and unofficial whistleblower channels.
  • Develop investigation plans, including scope definition, interview preparation, document review, and evidence-gathering steps.
  • Maintain confidentiality and neutrality throughout the investigation process.
  • Conduct investigative interviews with TAQA stakeholders, including leadership team members, witnesses, and alleged individuals, ensuring professionalism and neutrality throughout.
  • Review and analyze records, communications, system data, and other relevant documentation to identify, extract, and preserve supporting evidence.
  • Analyze facts to determine root causes, responsible parties, and any contributing control or process failures.
  • Prepare structured, fact-based investigation reports with clear conclusions and actionable recommendations.
  • Escalate high-risk, sensitive, or unresolved cases in line with established internal protocols.
  • Maintain a traceable audit trail of all investigation steps using approved documentation formats or case management tools.
  • Provide updates on investigation outcomes to the Group Ethics Panel.

Compliance Testing:

  • Execute compliance testing procedures in line with plans and scopes provided by the Group Compliance Director, Group leadership and Audit Committee requirements.
  • Conduct walkthroughs, sample testing, and control validations to assess compliance with policies, procedures, and regulatory requirements.
  • Identify and document findings objectively, including non-compliance issues and process weaknesses.
  • Recommend realistic and risk-based mitigation or remediation actions.
  • Track and follow up on the implementation of corrective actions, escalating delays or repeat findings as necessary.
  • Maintain organized and transparent testing workpapers and supporting documentation.

Cross Functional Coordination & Support

  • Coordinate with Legal, GRC, Internal Audit, and other stakeholders as needed to ensure appropriate resolution of findings.
  • Support other compliance and GRC-related activities or initiatives as directed by the Group Compliance Director.
  • Familiarity with case management or investigation tools (e.g., NAVEX) and compliance testing documentation standards is an advantage.

Process Control

  • Support the reporting manager in modification, automation and implementation of process. Controls, to ensure standardization, optimization and effectiveness of departmental activities on a daily basis.

Policies, Systems, Processes & Procedures

  • Follow all relevant departmental policies, processes, and procedures so that work is carried out in a controlled and consistent manner.
  • Contribute to cost-efficient usage of all applicable resources to reduce wastage and unnecessary expenses.
  • Act as the custodian of all QA&QC policies, processes and procedure manual, so that work is carried out in a controlled and consistent manner.
  • Implement approved departmental policies, processes and procedures, to ensure work is completed out in a controlled and consistent manner while delivering best in class service.
  • Manage cost-efficient utilization of all applicable resources to reduce wastage and unnecessary expenses.
  • Ensure adherence to Management of Change process, by obtaining required approvals and communicating to key stakeholders prior to changing any pre-planned or procedural activities.

Operational Excellence

  • Ensure adherence to quality management system in all provided services to meet client’s requirement and assure their satisfaction.
  • Recommend and upon approval implement improvements/changes to systems and processes within the function, based on the market and industry trends and economic analyses, in order to continuously improve the functional policies, processes and systems.
  • Share ideas and viewpoints to further streamline processes, thus driving efficiency and improvements across the organization.

  • Identify opportunities for continuous improvement across one’s scope of work in order to achieve the Group’s mission, vision and strategy.

Leadership/ People Management

  • Organize and supervise the activities and work of direct reports to ensure that all work within a specific team is completed to the required standards and in line with TAQA operating policies and procedures.
  • Provide on-the-job training and constructive feedback to direct reports to support their overall development.
  • Manage department staff by overseeing their performance management, recruitment, training and development to ensure high levels of engagement and competence.

Qualifications, Experience & Certifications:

Education/Certifications:

Required: Relevant bachelor’s degree from a reputable university.

Preferred: Governance, Risk & Compliance Professional (GRCP), Certified Fraud Examiner (CFE).

Experience:

Required: 10-12 years of hands on experience in overseeing Compliance Investigations.
