Overview
GovCIO is currently hiring for a Civil Engineer SME. This position will be located in Doha, Qatar.
Responsibilities
The successful candidate(s) will provide civil/structural engineering and construction project monitoring services to augment in-house capabilities for the AFCENT TSG. Responsibilities include cradle-to-grave functions for base engineering requirements, assessment, planning, project development, construction monitoring, and project closeout. Key support tasks include:
Review and analyze project plans and specifications for technical efficiency and adequacy.
Monitor Host Nation funded projects, ensuring compliance with all laws, codes, and standards across various facility types and infrastructure systems.
Develop and interpret project calculations, layouts, drawings, and specifications.
Review conceptual studies and sketches, and monitor all project phases, maintaining current engineering data.
Coordinate with AFCENT TSG engineers and other entities to address safety, constructability, operability, and maintainability considerations.
Perform investigations such as electrical power, water/wastewater, and HVAC testing as requested.
Oversee projects from start to finish, including utility systems, ensuring compliance and quality control.
Review as-built drawings post-construction and verify project compliance with specifications and schedules.
Use engineering software (AutoCAD, Microsoft Project, GIS, etc.) effectively to solve problems and track projects.
Advise on installation development and O&M functions, ensuring U.S. requirements are met.
Ensure adherence to health, safety, and environmental regulations, including DoD and Air Force standards.
Assist in base master planning and community planning initiatives, ensuring project alignment with the Site Master Plan (SMP).
Prepare documents and presentations accurately and timely.
Review and coordinate SMP documentation, maintaining its current status and updating as needed.
Evaluate facility siting and recommend approvals or disapprovals based on compatibility and safety criteria.
Represent AFCENT TSG in community planning meetings and coordinate with various military and government agencies.
Monitor and report on surveying services, ensuring data integration into GIS/AutoCAD databases, and verifying geodetic control.
Maintain Government Furnished Property and coordinate maintenance and calibration of equipment.
Work with USACE and other agencies as a liaison, attending meetings and inspections.
Ensure continuous process improvement and compliance with the most stringent US and Host Nation codes and standards.
Qualifications
Bachelor’s Degree in Civil Engineering with 2-5 years of experience or equivalent.
Preferred:
Licensed Civil Engineer.
Security Clearance:
Secret.
Proficient in civil design services, including drawings, structural evaluations, and water/sewer designs based on local utilities.
Proficient in AutoCAD 2012 or later, capable of creating accurate facility and infrastructure plans.
Fluent in English (reading, writing, speaking, understanding).
Physically capable of deploying to the CENTCOM AOR and traveling between sites up to 4 times per year for meetings and back filling roles.
