Job Purpose
The Chief Surveyor is responsible for planning, managing, and overseeing all surveying activities related to construction and infrastructure projects. The role ensures the accuracy and integrity of survey data, establishes project control networks, supervises survey teams, and provides technical guidance to support engineering, construction, and land development activities. The Chief Surveyor is accountable for the preparation, verification, and certification of survey deliverables while ensuring compliance with applicable regulations, standards, and project requirements.
Key Responsibilities
- Lead and manage all surveying operations for construction and infrastructure projects, ensuring accuracy, efficiency, and compliance with project specifications.
- Plan, organize, and supervise survey teams, allocating resources and monitoring performance to achieve project objectives.
- Establish, verify, and maintain horizontal and vertical control networks for all project surveying activities.
- Oversee land, topographic, as-built, quantity, and engineering surveys using Total Stations, GPS/GNSS systems, laser scanning technologies, and other advanced surveying equipment.
- Review and approve survey calculations, drawings, reports, maps, and deliverables to ensure accuracy and compliance with contractual requirements.
- Direct construction layout activities, including building positioning, structural alignment, roads, utilities, and infrastructure works.
- Ensure accurate determination and verification of property boundaries, easements, rights-of-way, and land divisions in accordance with legal and regulatory requirements.
- Coordinate with project managers, engineers, consultants, subcontractors, and clients regarding survey requirements, methodologies, and deliverables.
- Monitor survey progress and provide technical recommendations to resolve site-related issues, discrepancies, and field challenges.
- Manage survey data collection, processing, analysis, and documentation using specialized surveying and CAD software.
- Review and validate survey records, field notes, calculations, and as-built documentation prior to submission.
- Ensure compliance with company procedures, industry standards, local regulations, and project specifications governing surveying activities.
- Support project planning by providing accurate survey information required for design development, construction execution, and project controls.
- Mentor, train, and develop survey personnel to enhance technical competency and operational effectiveness.
- Conduct quality assurance and quality control reviews of survey activities and deliverables.
- Prepare and review legal documents, survey certificates, boundary reports, and other technical documentation as required.
- Support the implementation of HSE initiatives, participate in safety awareness activities, and ensure survey operations are conducted in accordance with company and IMS policies.
Qualifications and Skills
- Bachelor's Degree or Diploma in Surveying Engineering, Geomatics, Civil Engineering, or a related discipline.
- Strong knowledge of land surveying principles, engineering surveying, geodetic surveying, and construction surveying practices.
- Proficient in the use of Total Stations, GPS/GNSS equipment, digital levels, laser scanning systems, and other surveying technologies.
- Advanced knowledge of survey software, CAD applications, and survey data processing systems.
- Strong leadership and team management capabilities.
- Excellent analytical, problem-solving, and decision-making skills.
- Thorough understanding of survey computations, coordinate systems, and control networks.
- Knowledge of applicable surveying laws, regulations, standards, and industry best practices.
- Strong communication and stakeholder management skills.
- Ability to manage multiple projects and priorities in a fast-paced construction environment.
- ERP knowledge, preferably SAP functional skills, is considered an advantage.
Experience
- Minimum 10 years of overall surveying experience.
- At least 5 years of experience in a supervisory or leadership role as Senior Surveyor or Chief Surveyor.
- Minimum 3 years of experience in major building, infrastructure, or mixed-use construction projects.
- GCC experience is highly preferred.
