Job Purpose
The Chief Operating Officer is responsible for leading and managing the Company’s operations and translating strategic directions and institutional objectives into measurable execution plans and programs, ensuring operational efficiency, cross-functional integration, and the achievement of operational and financial targets.
The COO also oversees the development of operating models, enhancement of institutional efficiency, strengthening of governance and execution discipline, management of operational risks and challenges, and assurance of business continuity and quality of deliverables. The role further supports the Chief Executive Officer in monitoring priorities, initiatives, and executive decisions that impact the Company’s performance and growth.

Job Purpose
The Chief Operating Officer is responsible for leading and managing the Company’s operations and translating strategic directions and institutional objectives into measurable execution plans and programs, ensuring operational efficiency, cross-functional integration, and the achievement of operational and financial targets.
The COO also oversees the development of operating models, enhancement of institutional efficiency, strengthening of governance and execution discipline, management of operational risks and challenges, and assurance of business continuity and quality of deliverables. The role further supports the Chief Executive Officer in monitoring priorities, initiatives, and executive decisions that impact the Company’s performance and growth.
Key Duties and Responsibilities
Lead the establishment of the Company and build its institutional and operational readiness, including governance frameworks, regulations, policies, procedures, organizational and operational structures, and the preparation of the resources, facilities, and systems required for the commencement of the Company’s operations.
2. Oversee the management and day-to-day operations of the Company, monitor the performance of various departments, business units, and personnel, ensure the achievement of approved targets, and enhance performance efficiency and productivity.
3. Oversee licenses, compliance, and the Company’s statutory, legal, and regulatory obligations, and ensure that all related requirements are fulfilled and continuously maintained.
4. Contribute to the development of the Company’s strategies, planning, and overarching policies, and translate them into actionable plans, programs, and initiatives.
5. Oversee the development and implementation of operational plans, budgets, and performance indicators, monitor operational and financial performance, and submit the necessary reports and recommendations.
6. Lead business development and revenue growth efforts, identify potential opportunities, projects, and partnerships, assess their feasibility, negotiate as appropriate, and submit the necessary recommendations.
7. Oversee the Company’s financial, accounting, and control activities, monitor the preparation of financial reports and statements, and coordinate with the external auditor and relevant professional bodies in accordance with approved authorities.
8. Submit periodic reports, insights, and recommendations to the Chief Executive Officer and the Board of Directors regarding the Company’s operational, financial, and organizational performance, and follow up on the implementation of related decisions and directives.
9. Attract qualified talent, build effective teams, oversee executive leadership and employees, develop institutional performance, and foster a culture of excellence, accountability, and innovation.
10. Manage operational and organizational risks and challenges, and propose the necessary solutions and measures to ensure business continuity and the achievement of the Company’s objectives.
11. Build and develop relationships with clients, partners, investors, and relevant stakeholders; recommend suitable partners, consultants, and service providers; and oversee their work following approval by the authorized decision-makers.
12. Exercise any authorities or responsibilities delegated by the Chief Executive Officer, represent the Company, and perform the Chief Executive Officer’s duties during their absence or as assigned by the Chief Executive Officer, within the limits of applicable regulations and approved authorities.
13. Perform any other duties or responsibilities assigned by the Chief Executive Officer or the Board of Directors within the scope of the role.
Qualifications and Experience
- Bachelor’s degree in Engineering, Political Science, Economics, Business Administration, Management, Operations Management, or a related field.
- Minimum of 10 years of professional experience in operations, executive management, business operations, or business administration.
- Proven experience in a leadership or executive role, preferably involving the management of multiple departments and diverse teams.
- Strong experience in operational planning, performance management, process development, and the management of projects and initiatives.
- Experience in developing and monitoring Key Performance Indicators (KPIs), analyzing performance, and implementing corrective actions.
- Good knowledge of governance, risk management, compliance, and business continuity.
- Strong ability to manage operational budgets, monitor costs, and enhance resource efficiency.
- Experience in managing relationships with stakeholders, external entities, and partners.
- Proficiency in enterprise systems, Enterprise Resource Planning (ERP) systems, and performance and project management tools.
- Proficiency in both Arabic and English.
