Business Development Manager (UK Public Sector) – Engineering/Design Consultancy Jobs in London, UK at Emagine Solutions FZE
eMagine Solutions is partnering with a global engineering and design consultancy group to appoint a senior Business Development Manager to drive growth across the UK and Ireland, with a strong focus on central/local government bodies, agencies, and public institutions, alongside selected private sector clients.
This is a high-impact role within a newly established UK BD function, offering genuine scope to shape strategy, lead major pursuits, and build long-term client relationships across key public sector accounts and frameworks.
The role
You will own UK & Ireland business development performance and sales delivery, acting as the primary point of contact for opportunities in-market and working closely with technical leadership and proposal teams to convert pipeline into wins.
Key responsibilities
- Own and deliver UK & Ireland BD performance and annual sales targets
- Develop and execute a clear BD strategy, target account plan, and sector/client prioritisation
- Build and maintain senior relationships across public sector bodies (e.g., NHS, local/regional authorities, transport and infrastructure agencies, housing and development organisations)
- Identify, qualify, and progress opportunities; secure invitations to PQQ and tender submissions
- Support proposal and tender submissions end-to-end, advising on client buying criteria and procurement routes
- Become fluent in client procurement procedures, evaluation methods, and delivery expectations
- Manage opportunity and proposal activity through the CRM platform (Salesforce and/or Microsoft Dynamics exposure preferred)
- Partner with technical department heads to align BD activity to long-term growth goals (new clients, new service lines)
- Collaborate with wider group BD stakeholders in the UK to identify joint pursuits and partnership strategies
- Support commercial discipline on terms/conditions and payment follow-up to protect margin and working capital
- Contribute to building the UK BD function: structure, objectives, performance management, and talent development
About you
- Must have the right to live and work in the UK
- Bachelor’s degree in Architecture, Engineering, Project Management, or related discipline
- 10+ years’ experience in engineering/design consultancy and/or project management environments
- 10+ years’ business development experience globally, including 5+ years focused on the UK market
- Prior BD experience within a UK Tier One engineering/design consultancy is strongly preferred
- Strong knowledge of UK & Ireland public sector procurement: frameworks, tender platforms, and processes
- Proven track record of winning engineering studies, design/planning services and/or construction supervision work
- Strong stakeholder management, communication, presentation, and report writing capability
- Commercially focused, proactive, resilient, highly organised, and deadline-driven
- Willing to travel across the UK and to Ireland as required
