It holds over 25% O&M market share in Saudi Arabia and operates across four integrated delivery models EPC, O&M, PPP, and Concessions serving major government utilities, regulators, industrial clients, and national oil and petrochemical companies. Its capabilities span sewage treatment plants, water treatment plants, desalination, industrial wastewater, transmission pipelines, networks, heavy civil, and electromechanical works. Over the last few years, it has secured multi-billion-riyal long-term O&M contracts across Riyadh and the Eastern Province, alongside flagship developer-side wins in independent water transmission and sewage BOOT projects

Role Summary

The Business Development Manager (Bid Manager), working with the BD team, shall drive all project development efforts for selected water and power projects until Financial Close. The BD Manager shall also identify, research, evaluate, and pursue business development opportunities that will contribute to the company’s short- and long-term business objectives. Furthermore, the BD Manager shall assist in defining bidding strategies for IWP/IWPP and water infrastructure opportunities, including the negotiation of agreements with all stakeholders

Key Responsibilities

  • Prepare, or assist in the preparation of, initial investment or screening memos for internal approvals.
  • Assist in developing, structuring, and negotiating all aspects of the considered projects, including but not limited to project agreements such as WPA/PPA, EPC, LTSA, OMA, SHA, and Financing Documents.
  • Assist in negotiations/discussions with potential partners/investors regarding their interest in partnering with the Company on selected projects, and prepare and negotiate partnership and/or shareholder agreements.
  • Assist in providing necessary inputs to help build, develop, and/or run financial models, and prepare sensitivity analyses or scenarios for internal approval purposes or for external stakeholders.
  • Work with a multidisciplinary team (at all levels) involved in the considered projects.
  • Hand over projects to asset management for further execution, construction, and operations.
  • Manage acquisition negotiation processes for targeted opportunities.
  • Contribute to driving business growth and profitability by identifying and evaluating acquisition, joint venture, plant expansion, and greenfield/brownfield project development opportunities within corporate objectives and guidelines.
  • Considered technologies include water (desalination and water treatment), renewables, gas, and related infrastructure investments in the Company’s target region, including the Middle East/GCC.
  • Support goal setting, prioritizing activities, and investment activities, and contribute to driving change.
  • Conduct market research activities using open or specialised information sources, conferences, and professional networks to create business leads.
  • Contribute to and/or lead due diligence evaluations and present findings to HQ-based management.

Qualifications & Experience

  • 5+ years of relevant business development experience.
  • Mandatory experience in the water sector – e.g. IWP/IWPP, desalination, water treatment, or PPP water projects.
  • Hands-on experience of financial modelling and running sensitivity/scenario analyses.
  • Experience in an energy or water company, or with a contractor, leading international acquisitions, formation of joint venture partnerships, development of greenfield/brownfield water and power generation facilities, and arranging associated non/limited-recourse debt financing for such ventures.
  • Familiarity and structuring/negotiation experience with commercial agreements and financing documentation.
  • Business experience with diverse water and power generation technologies and an understanding of associated competitive advantages, operational/financial risks, and project financing considerations.
  • IWP/IWPP/IPP transactional, business development, and/or management experience in multiple developing and industrialized countries, in particular in the company’s target region (e.g. GCC, Middle East).
  • Familiarity with international legal/regulatory, tax, accounting, and other matters relevant to the financial, commercial, and contractual structuring of water and power plants, partnerships/joint ventures, and acquisitions.
  • Experience structuring and preparing commercial bid proposals for water, power, and power-to-X plant development/acquisition, either in response to competitive tender processes or negotiated transaction opportunities.
  • Ability to represent the company professionally and interact effectively at all organizational levels with external parties (including Board of Directors/executive management and senior government officials).
  • Ability to travel domestically and overseas as needed.
